A Part of the Community: Designing a New PACE

The Jacobs Center for Neighborhood Innovation’s (JCNI) iconic Joe & Vi Jacobs Center in southeast San Diego served as a hub for community services and resources. When JCNI decided to move, it was essential to the organization to find a property buyer committed to continuing to serve the community.

This commitment was fulfilled by FS Design Group’s long-time client, San Ysidro Health (SYH). In August 2024, SYH purchased the building to establish a Program for All-Inclusive Care for the Elderly (PACE) and an urgent care clinic on the lower floors. FS Design Group, a leading PACE interior designer, was honored to once again be asked by SYH to collaborate.

The existing building’s colorful design, influenced by the Southwest’s rich earth tones, distinct arches and modern elements, was initially developed after considerable community input. The result was a vibrant space that hosted a mix of activities, retail and services, both indoors and outdoors.

“As we evolve the property for medical uses, we will include the existing design in a cohesive way that pays homage to the building and its surrounding community,” said FS Design Group Principal Amy Tobia, who is leading the interior design team on this project.

Unlike other PACE facilities, which often mimic a “home” design with a hearth serving as the space’s centerpiece, SYH aims to create a neighborhood “open air” concept, Amy said. “People should feel like they’ve come to the town square,” she added.

A cloud design with gradient walls will mimic a large outdoor space, and various services will be accessed through a town center. For example, participants will access food from a “cantina.” Trellises, plants and other natural materials will also help create an indoor/outdoor experience.

When it opens in early 2026, the PACE is expected to serve approximately 500 seniors from the area. The facility will provide meals, activities, medical services and more throughout the day, enabling participants to live at home full-time otherwise.
